Notice of annual public hearing on the budget, annual meeting, school district election and vote Roscoe Central School District

NOTICE IS HEREBY GIVEN that the Board of Education of the Roscoe Central School District, Towns of Colchester, Hancock, Callicoon, Fremont and Rockland, Counties of Delaware and Sullivan, New York will hold a Budget Hearing at the Roscoe Central School cafeteria, 6 Academy Street, Roscoe, NY  in said district on Tuesday May 7, 2024 at 4:30 PM,  (prevailing time), for the purpose of discussion of the expenditure of funds and the budgeting thereof proposed by the Board of Education for the school year July 1, 2024 – June 30, 2025.

 NOTICE IS GIVEN: pursuant to Section 1716 of the education Law, that a copy of the statement of the amount of money, which may be required for the following year for school purposes, exclusive of public money, may be obtained by any resident of the District during the 14 days immediately preceding the Annual District Election and Vote, except Saturday, Sunday, or holidays, at the Roscoe Central School between the hours of 8:00 AM and 3:30 p.m. (prevailing time). A copy of the detailed statement of estimated expenditures will also be made available at the Budget Hearing to be held May 7, 2024.

 NOTICE IS GIVEN:  that the Annual Vote upon the appropriation of the necessary funds to meet the estimated expenditures for school purposes for the 2024-2025 school year and the election of members of the Board of Education and any other business that may legally come before this meeting will take place on May 21, 2024 between the hours of 12:00 PM  and 8:00 PM (prevailing time) at the Roscoe Central School, 6 Academy Street, Roscoe, NY when the polls will be open for the purpose of voting by electronic ballot and absentee ballot.

 NOTICE IS GIVEN: that any qualified elector who desires to submit any proposition to be voted upon at the Annual Meeting and Election, except as to a question or proposition required by law to be  stated in the published or posted notice of meeting, shall file with the Board of Education a petition setting forth such proposition, not less than thirty (30) days by 5 p.m. on  Monday, April 22, 2024, prior to the Annual District Budget Vote and Election and such petition shall be signed by at least twenty-five (25) qualified voters of the District.

 NOTICE IS GIVEN: that petitions nominating candidates for the office of member of the Board of Education must be filed with the Clerk of the District between the hours of 9:00 a.m. and 5:00 p.m. (prevailing time) no later than Monday, April 22, 2024.

The following vacancies are to be filled for the Board of Education.

A.       To elect two (2) members to the Board of Education, for a three-year term, commencing July 1, 2024 and expiring on June 30, 2027, to succeed Timothy Clark and Daniel Johnston whose term of office expires on June 30, 2024.

 Candidates for office of member of the Board of Education shall be nominated by petition and each petition must be filed with the Clerk of the District, and shall be signed by at least twenty-five (25) qualified voters of the District. The petition shall state the residence of each signer and shall state the name and residence of the candidate. No person shall be nominated for more than one separate vacancy.

NOTICE IS GIVEN: that the following propositions will appear on the ballot of the May 21, 2024 Annual Meeting:

PROPOSITION NO. 1: Shall the following resolution be approved?

Adoption of this budget requires a tax levy increase of 5.95%, which exceed the statutory tax levy increase limit of 3.55% for this school fiscal year and therefore exceeds the state tax cap and must be approved by sixty percent of the qualified voters present and voting

RESOLVED, that the Board of Education, of the Roscoe Central School District, Sullivan County, be authorized to expend  the sum of $10,979,350 for the 2024-2025 school year, and to levy the necessary tax therefore.

PR0POSITION NO 2: Shall the following resolution be adopted, to-wit:

IMPROVEMENTS TO SCHOOL DISTRICT BUILDING AND FACILITIES

RESOLVED, that the Board of Education of the Roscoe Central School District, Sullivan and Delaware Counties, New York, is hereby authorized to construct improvements to and reconstruct the School District building together with original furnishings, equipment, machinery, apparatus, appurtenances, site improvements,  and other incidental improvements and expenses in connection therewith, at a maximum estimated cost not to exceed $1,700,000, and that $725,000 of Capital Reserve Fund monies shall be used to pay a portion thereof, and that the remaining $975,000 of said amount, or so much thereof as may be necessary, shall be raised by the levy of a tax upon the taxable property of said School District and collected in annual installments as provided by Section 416 of the Education Law; and, in anticipation of such tax, obligations of said School District shall be issued.

The School District has determined that the capital project is a “Type II Action” pursuant the regulations of the New York State Department of Environmental Conservation promulgated pursuant to the State Environmental Quality Review Act (“SEQRA”), the implementation of which as proposed, the School District has determined, as such, will not result in any significant adverse environmental impacts.  SEQRA compliance materials are on file in the office of the School District Clerk where they may be inspected during regular office hours upon appointment.

NOTICE IS FURTHER GIVEN:  Persons whose registration to vote in other than school elections is current pursuant to Section 352 of the Election Law, shall be qualified to vote without further registering with the School District’s Board of Registration, as well as all persons who shall have previously registered for any annual or special district meeting or election and who shall have voted at any annual or special district meeting or election held or conducted at any time during the last four calendar years. All others may register to vote in the office of the District Clerk any school day during the hours of 8 AM and 3 PM.

The Board of Registration of the district will meet at the School District at 6 Academy Street on Thursday, May 16, 2024  from 1 p.m. to 4 p.m. (prevailing time) to prepare the register of the School District for said Annual Meeting and Election and any person not heretofore registered shall be entitled to have his or her name placed upon such register, provided that at such meeting of the Board of registration, he or she is known to proved to the satisfaction of such Board of Registration to be then or thereafter entitled to vote at said Annual Meeting and Election.

NOTICE IS GIVEN: that Personal Registration may be achieved on any day, Monday through Friday, 8:00 a.m. to 4:00 p.m. (prevailing time) at the Roscoe Central School Main Office, 6 Academy Street, Roscoe, NY up until Thursday, May 16, 2024.

NOTICE IS GIVEN that the Register of district, so prepared, shall be filed in the Office of the Clerk of the Roscoe Central School District, 6 Academy Street, Roscoe, NY, where the same shall be open for inspection by any qualified voter of the District on each of the five (5) days prior to the Annual Meeting and Election. Said register will be open for inspection at the Roscoe Central School Gymnasium, 6 Academy Street, Roscoe, N.Y. during the hours of the Annual Meeting and election.

NOTICE IS GIVEN: that the members of the Board of Registration shall meet at the Annual Meeting and Election on Tuesday, May 21, 2024, at the Roscoe Central School Gymnasium, 6 Academy Street, Roscoe, NY, between the hours of 12:00 pm and 8 p.m. (prevailing time), where and when the Annual Meeting and Election will be held for the purpose of preparing a register of the school district for meetings or elections held subsequent to such Annual Meeting and Election.

NOTICE IS GIVEN: that applications for early mail and absentee ballots will be obtainable from the District Clerk beginning April 22, 2024. Completed applications must be received by the District Clerk no later than Tuesday, May 14, 2024 if the ballot is to be mailed to the voter or May 20, 2024 if the ballot is to be personally delivered to the voter. Military voters who qualify to vote may apply for a military ballot until April 22, 2024. A military voter may designate a preference to receive a military voter registration, military ballot application or military ballot by mail, facsimile transmission or electronic mail in their request for such registration, ballot application, or ballot. If a military voter does not designate a preference the appropriate school board of education or school district public library trustees, as applicable, shall transmit the military voter registration, military ballot application, and/or military ballot by mail. All absentee ballots and military ballots must be received in the Clerk’s office by 5:00 p.m. on the day of the election. 

Pursuant to the provisions of Section 2018-a of the Education Law, qualified voters who meet the criteria for “permanently disabled” and are so certified by the Sullivan County Board of Elections and Delaware County Board of Elections, will receive paper ballots by mail.
